Stonebridge Legal partnered with the Court in Session: Positions that Changed Practice in 2025 session as part of the Pravo-300 Forum. The event was held on 24 October 2025 and brought together leading experts from the legal community to discuss the year’s key topics.
Andrey Mironov, Counsel and Head of the Infrastructure, Construction, and Public-Private Partnership (PPP) Practice at Stonebridge Legal spoke on Claims Arising from PPP Contracts: The Most Common Grounds and Ways to Avoid Litigation. In his address, he discussed the key risks in public-private partnership agreements and methods for pre-trial dispute resolution.
Andrey noted: “Disputes arising from PPP agreements are unevenly distributed across regions, with the majority of proceedings occurring at the municipal level. Subsequently, this case law influences disputes with regional and federal authorities. However, obtaining the details of a case is not always possible, and, for example, refusals to concessionaires can be well-founded, or contracts may be structured suboptimally. Furthermore, law enforcement practice can change without amendments to legislation due to a particular interpretation of legal provisions by state bodies. Therefore, it is essential to monitor court practice, including in order to refine contract terms. During the performance of an agreement, one should not deviate from the letter of the contract, and it is advisable to resolve all disputes through negotiations and amendment agreements.”
